Well I feel bad for not having posted about the article but having wasted everyone's time reading the non-post and a few people trying to figure out what I was saying, lol. So I'll make a comment about the article now:
The simple solution here would be to fine edison for every day they don't sign off on these contracts. I'm sure they are benefitting from these contracts not moving forward in some way, so let's remove that financial incentive to do nothing.
